A cardiac emergency response plan is a drill, not a binder.

Greg Moyer's Law requires schools with sports to keep a plan and run an annual cardiac arrest drill. The question for western Pennsylvania is whether the drill is real.

Governor Josh Shapiro signed Senate Bill 375 on May 13, 2026. It became Act 17 of 2026 and is known as Greg Moyer's Law. Schools and nonpublic schools that take part in interscholastic athletics must develop or amend a cardiac emergency response plan. The plan must include evidence-based core elements, an annual review, procedures for cardiac arrest and AED use, AED placement on school premises and athletic fields, and the number of people who must be trained. The same plan must require an annual sudden cardiac arrest drill, with or without students, to test the response.

That is the rule on the books for Fayette County and the rest of western Pennsylvania this fall. A binder on a shelf does not meet it. The law asks schools to practice the chain: who calls 911, who starts CPR, who brings the AED, who meets EMS at the gate, and who manages the crowd. The drill exists to find the gaps before a real sudden cardiac arrest does.

A good drill looks like a timed problem, not a meeting. Pick a realistic location on a field or in a gym. Start a clock. Confirm that the AED in that area is reachable and that someone trained can put hands on it without hunting for a key. Check whether the radios, the phone number for 911, and the front-office script still match the plan that was reviewed that year. Write down what broke. Fix it. Run the drill again next year. The act took effect on signing, and schools have three years from that date to reach full compliance. The first annual AED report to the Department of Education is due by June 30, 2027. Fall sports do not wait for a perfect binder.
